A resident from Siaya county has moved to the High Court to challenge what he terms as irregular malpractices in the recruitment of staff in the county.

Chrispine Omollo Owalla is the petitioner in the suit while the county attorney, the county public service board, the county secretary are the respondents a civil suit filed before Justice DO Ogembo.

In his plea, under certificate of urgency, Owalla says the respondents have irregularly recruited and appointed individuals without following laid down regulations and procedures for doing so.

He says that they are in the process of carrying out interviews to further recruit members of the public without following due process thereby abusing public office and subjecting taxpayers to unnecessary burden and wastage of resources.

Owalla says the same is likely to continue unless the application is heard on a priority basis
The petitioner says the respondents in particular have ignored article 10, 75 and 232 of the Kenya Constitution in the entirety over recruitment process.

He further wants an order of certiorari to quash the decision of the respondent’s appointments and deployments pursuant to job vacancies advertised on December 13 2022.

Owalla further wants an order of prohibition directed to the respondents against the recruitments and a stay of the same.

He says some applicants were recruited and deployed without the required qualifications while some were not shortlisted.

The petitioner says some successful applicants were not considered at all.
He says the prayers sought will safeguard the interests of job seekers.
He has been ordered to serve the respondents with the petition.
