Meet Powerful Siaya County Chief of Staff — Colonel Retired Cyrus Odhiambo Oguna

On the second floor at Siaya County Headquarters a man strides with a swift, purposeful, athletic gait, always dressed in dark suits and a fixed cosmetic smile befitting of protocol.

Colonel Retired Cyrus Odhiambo Oguna is revered not because of his electrifying presence but because of his solid achievements in the military, in State House service and now as the Chief of Staff in the Siaya County Government.

The former Kenya Defence Forces spokesperson has distinctively and graciously managed to step into his new career path years after retiring from the military.

Colonel (Rtd) Oguna was the face of the KDF operation in Somalia during the “Operation Linda Nchi” when he used to feed the enthusiastic Kenyan public with regular updates from the ground.

After leaving the KDF Spokesperson role which is one of the most powerful in the military, the former Kenya Army soldier was posted to Tanzania as Kenya’s Military Attache in the country’s embassy in Dar es Salaam.

On attaining retirement age for officers of his rank, Colonel (Rtd) Oguna made a comeback in 2019 when he was appointed as the Government Spokesperson. He served in this position until 2022 when he surprisingly resigned to take up a new role as Chief of Staff  for Siaya County Governor James Orengo.

As the face of Governor Orengo’s adminstration, the former military man finds himself right at the centre of Siaya County politics. Little wonder that time and again his name crops up in one sensitive matter after another.

Cyrus Oguna was born in the 1960s in Kosuma, Pap Ochiel village in Masumbi. He is married with two children. He holds a Master of Arts degree in Political Science.
