Tensions arose at the burial of former Gor Mahia player Caesar Handa in Siaya on Saturday, February 3, when Alego Usonga MP Sam Atandi objected to the arrangement that placed ICT Cabinet Secretary Eliud Owalo and Interior Principal Secretary Raymond Omollo last in the speaking order due to their national government roles.

Atandi argued against this decision, stating that Owalo, being unelected, should not speak last. The disagreement unfolded after MP Gideon Ochanda proposed that the CS and PS should address the gathering last as representatives of the national government.

“Ochanda has done a big blunder. You can’t say Owalo will speak last yet he is not elected,” he said.

Rarieda MP Otiende Amollo dismissed the proposed speaking order, asserting that Governor James Orengo held the highest seniority at the event based on the constitution.

Amollo, highlighting his role in drafting the constitution, emphasized the two levels of government, with the governor being the most senior in Siaya. He argued that the CS and PS would be subordinate to the governor in this context.

“I wrote the constitution we have two levels of government. One is headed by the president and the second by the governor. For that reason when we hold a function in Siaya, the most senior person is the governor by the constitution,” roared Otiende.

ICT Cabinet Secretary Eliud Owalo and Interior Principal Secretary Raymond Omollo observed the unfolding events pensively from their seats.

When they eventually took the stage, Governor James Orengo criticized them for what he perceived as bureaucratic attitudes. Orengo cautioned them, suggesting that President William Ruto might view them less favorably than they believe, emphasizing that they were merely part of the political ensemble. He expressed doubt about their suitability even for the National Assembly.

“Raymond and the team, I know Ruto more than you know him. He knows when you are just part of the choir. You are just part of the choir. Some of them are not fitting even to be in the National Assembly,” he said.
