BREAKING NEWS: Siaya Deputy Speaker Andericus Oduor Odongo Barred from Chairing House Committees

A Special Disciplinary Committee on Sunday ruled that the Siaya Deputy Speaker Andericus Oduor Odongo be barred from attending any house committee for the next 14 days.

The Deputy Speaker was charged with:

1. High handedness and bullying MCAs.

2. Fraudulent procurement in the Assembly.

3. Violation of Article 196 (1) on public participation in policy formulation.

4. Collusion with executive to perpetuate economic crimes.

The discipline was a sign of leniency following irrevocable proof that the Deputy Speaker did, indeed, transgress the Code of Conduct of a Public Officer by uttering unpalatable words about his boss, Speaker George Okode in Kisumu a few weeks back.

Since the advent of Devolution, Governors and Speakers have been the subject of perpetual impeachment with Andericus Oduor Odongo making the rare case of an errant Deputy Speaker.

In June 2012 a disciplinary committee constituted by the Nairobi City Council and headed by mayor George Aladwa barred Councillor Simba Arati from chairing the crucial General Purpose Committee. At the time Arati’s lawyers argued that neither the mayor, nor the council could wield such powers unless they were delegated by the Committee of Powers and Privileges.

A local broadcaster claimed that Odongo was barred for threatening members of a committee on which he serves and that the banishment will last for two weeks.

In the case of Odongo it is unlikely that he will contest the decision in court. Threats to impeach Odongo met resistance from a block of legislators whose allegiance leans towards the Executive.

Andericus Oduor Odongo, therefore has literally survived Impeachment by the skin of his teeth.
