Public Service Commission Roles Out Recruitment for New CEO

The Public Service Commission (PSC) has announced an open vacancy for the position of Chief Executive Officer (CEO) who concurrently serves as the Secretary.

In an advertisement published in a local daily on April 3, interested candidates have until April 23 to submit their applications.

The current office holder, Simon Rotich, assumed the position on August 1, 2019.

According to the regulations, the CEO’s tenure spans five years, with the possibility of reappointment once.

“Pursuant to Article 233 (5) and (6) and section 15 (1) and (2) of the public service commission Act, 2017, the Public Service Commission is mandated to appoint a suitably qualified person to be the secretary to the commission through an open, transparent and competitive recruitment process,” reads the advert in part.

“The commission invited applications from suitably qualified persons who wish to be considered for appointments to the position of secretary/chief executive officer.”

Those interested are required to submit their applications either online or manually to be accompanied by detailed curriculum vitae, copies of all relevant academic and professional certificates among others.

They must possess a degree from a recognised varsity, at least 10 years professional experience, five years’ experience in a leadership position at senior management level in public or private sector organisation and must also meet the requirements of leadership and integrity.

The gross monthly salary and benefits attached to the position will be determined by the salaries and remuneration commission vide Kenya Gazette notice 8795 vol.CXXIV-No.145 of July 27, 2022, PSC says.

Rotich joined the civil service in 1991 as an Assistant Secretary Cadet in the Office of the President, rising steadily through the ranks as District Officer, District Commissioner, Undersecretary, Deputy Secretary, Senior Deputy Secretary, Director of Administration, Deputy Commission Secretary and finally to his current position.

He also served as CEO of the Commission on Implementation of the Constitution.

The CEO is also the head of the secretariat, the accounting officer and the custodian of the seal of the commission.

The office holder is responsible for the execution of the decisions of the commission, assignment of duties and supervision of the staff of the commission and ensuring compliance by the staff with the values and principles of the public service.

He or she is also responsible for the preparation and submission of the programs necessary for the achievement of the commission’s mandate and performance of any other duties as assigned by the commission.
