BREAKING: Siaya Court Throws Out Petition By Activist Chris Owalla Against County Government

A petition by human rights activist Chris Owalla against the Siaya County Government has been thrown out by court for lack of merit.

The court also ordered the petitioner to pay the full cost of the suit.

Chris Owalla had sued the Public Service Board of Siaya for improper and corrupt practices including overstaffing, inflating the wage bill and recruiting persons with no qualifications.

The petitioner failed to sustain the accusation against the Board and the County Government on irregular employment. His claims that the county employed under-qualified staff and that the whole process had hitches was found to be baseless.

Owalla’s prayers that the  administrative actions by Mr Wilfred Nyagudi (acting CEO) be declared null and void were found to have no merit.

He had prayed that the Court revoke all appointments by the Public Service Board. And that the County Government be found to have broken the law by surpassing the recommended 35% wage bill.

Currently a wage bill conference is underway in Nairobi where the Country wants to achieve a wage bill of 35% by the year 2028 – So the court ruled the wage bill problem is not a Siaya problem but a national issue.

Meanwhile, a team of activists who have been making a killing from civil society sponsorship by attacking the County Government of Siaya or its individual officers will now have to move with caution as the courts are now privy of their plot.
