Siaya Governor James Aggrey Bob Orengo has reaffirmed that the Kenya Kwanza administration is keen on sabotaging devolution with a view of totally killing it.
Orengo said Kenya Kwanza is hell-bent on killing devolution. It hass deprived county governments of funds and gone ahead to implementing some projects that ought to be handled by county governments.
The current regime is also compelling elected leaders to work at their mercy in order to get development projects for their constituents.
“We are aware that those currently in power had voted against the constitution that created devolution and they have now hijacked it’s implementation. That’s why Kenyans cannot effectively reap it’s fruits,” said Governor Orengo.
The county boss affirmed that the era of begging president to develop certain regions ended with the old constitution.
“Gone are the days when leaders had to beg the president in order to get development projects, reiterating that the constitution provides Kenyans with a right to equitable share of the country’s resources,” he added.
Every part of Kenya deserves development going by the taxation they remit to the National government.
Earlier Azimio leader Raila Odinga had urged Kenyans to jealously guard devolution to gain from it’s fruits.
For a decade, devolution has proved to be working and devolved funds have initiated projects that have put certain counties at par with those that were previously developed.
Raila implored Kenyans to remain united and stand firm in defending devolution.
He said that devolution was achieved following a struggle that saw some Kenyans loose their lives hence the need to guard it at at all costs .
Raila noted that successive regimes of the late Presidents Daniel Moi and Mwai Kibaki never wanted anything to do with devolution; in fact they wanted to control funds centrally and decide on what projects to do in selected parts of the country.
“The previous regimes wanted to control funds centrally. They were of the opinion that projects were to be proposed at the boardroom in Nairobi and imposed on the locals,” said Raila, adding that it is through struggle that devolution which has made tremendous transformation in this country was achieved and therefore urged Kenyans to stand firmly in its defence and protection.
Raila while addressing mourners in Yimbo Usenge told Kenyans to resist attempts by Kenya Kwanza to frustrate devolution. Devolution was realized through bloodshed and efforts of those who placed their lives on the line would go to waste if we didn’t defend it.
“The journey for liberation is a continuous struggle whose fruit shall finally be reaped,” said Raila.
He has therefore encouraged Kenyans not to lose hope, saying that for Kenyans to achieve maximum benefit of their struggle, it requires the input of generation after generation.
