Kisumu County Sets Up Biometric Time Attendance, Access Control System for Staff

Kisumu Governor Prof. Peter Anyang Nyong’o on Friday commissioned a biometric time attendance and access control system for county staff.

The county staff will now use biometric registration to access offices as the county aims to transform its approach in the management of workers and facility security.

While commissioning the system at City Hall, Nyong’o said the goal was to provide a timely, effective, efficient, accountable and secure mode of biometrics time attendance and access control.

County workers will use biometric to clock in and out when they report to and leave work.

“As a county, we have identified the use of ICT as one of the key enablers for basic service delivery through automation of various operations and services,” he said.

The governor said the public private partnership between the county government and Smart Applications International Limited was geared towards the county’s growth.

“Through leveraging the expertise and resources of our partners we can drive significant improvements in our operational significant improvements in service provision,” he said.

The county has already automated provision of health services and revenue collection and management, in line with the technological transformative agenda.

Nyong’o said the county has signed an MoU with United Cities and Local Governments of Africa and a private consortium to improve 5G connectivity across the county.

The initiative will boost connectivity in underserved parts of the county in ensuring technology-based services are reliable and effective.

Smart Applications International Limited Group managing director Harrison Muiru said they provide transformative ICT solutions to counties for efficient service delivery.

Public service and administration executive Judith Oluoch said provision of biometrics systems will be used to register employees and transmit the clock in and out date to a central database.

“The time and attendance management solution simplifies employee timesheet minuting calculations of work hours and collection of the attendance date,” she said.

The system, Oluoch said, will enhance overall security of the county premises by limiting access and providing staff with a secure environment.

“It will improve on accountability by generating attendance reports for both staff and visitors thereby enhancing service delivery to citizens through enhanced staff attendance and commitment,” she said.

The system has been installed and staff trained on its use.

Access cards have also been availed.

“We are embarking on creation of users on the system, registration of employees fingerprints and cards on the systems which will be done by the Human Resource department with support of Smart team and the County’s ICT teams,” Oluoch said.

Already 20 readers have been installed with 16 access control points in offices for time and attendance.
