No More Salaries to be Paid By Voucher — Jeconia Omondi

SIAYA County Payroll Manager Jeconia Omondi has announced that no staff will earn a salary with vouchers as of January next year(2025).

Omondi says that the government’s Human Resource Information system –Kenya (HRIS) that is being rolled out in counties will not favour employees earning salary through vouchers.

Counties are now adopting the HRIS that has proved to be effective in running affairs of Human Resource Management and it’s going to deter actions that would see staff salary get increased without approval letter seen by the system administrator.

It’s the salary scale increment done nationally that would smoothly sail through the system.

Omondi while speaking during the KDSP II sensitization forum said once HRIS is fully rolled out, it will help support sound and effective internet controls.

By January next year (2025) should find all Siaya staff integrated in the HRIS for them to access their salaries.

“The HRIS has proved to be working.in the month of November, the system was piloted and salaries were paid through IPPD and HRIS and there were no challenges with the new system,” said Omondi adding that the December salary will be paid through the HRIS.

Omondi noted that any of the staff on-boarded once the HRIS has come into effect will have to be patient till their details are incorporated in the digital payroll system.

“We won’t have manual payroll anymore and if some staff are engaged, they will have to wait a little longer before they get their salaries and that will only happen once they have been incorporated in the new system,” said Omondi.

The payroll manager also revealed certain controls brought by HRIS including double payment of salaries.

Pensions of the retiring staff will be processed at their work stations and only those with complexities will be referred to Nairobi.

“There are scenarios where an employee gets double payment and the system will detect and alert when such an initiative arises. The processing of staff’s pension will be done at the staff’s work station,” said Omondi, adding that the retiring staff will no longer move to Nairobi or Kisumu to seek the services.

“The system will tell the number of employees who have left Siaya, or been transferred. It will also alert staff the due date of filing returns and statutory deductions, “he added.

There will be no payment of salary arrears until the letter justifying that is uploaded and seen by the system administrator. Should that happen and no backing document is available, the administrator will give an alert to the agency.

Previously, Counties were using Conventional Spreadsheet and it generated a Unified Human Resource System that was to be adopted in 2002 but it crashed on take-off day that was in November 2022 and it was again tried in October but it failed and was abandoned.

However, workers can still access payslip through UHR.

State Department for Human Resource capital opted for Human Resource Information System Kenya which is an integrated system that has helped handle HRM affairs.

It(HRIS) has been found to be effective in the salary payment, employment and dismissal of employees.
