Detectives from Kayole Police Station on Monday arrested Kipkoech Isaac, a Police Recruit Constable, accused of masterminding a slick con that preyed on desperation and hope for secure government employment. According to investigators, the suspect promised to deliver an official KDF employment letter—for a steep price.
