A group of disgruntled contractors in Siaya has appealed to the Inspector General of Police Japhet Koome investigate the role of Governor James Orengo`s bodyguard, Osca Aluru who is accused of overstepping his security mandates by allegedly interfering with tender process in the county.
There`s constant vicious tender wars in Siaya.
They also want the Ethics and Anti-Corruption Commission and the DCI to establish whether the police officer to linked to proxy companies doing multimillions of shillings with the Siaya County government.
Aluru is accused of majoring in finance matters at the expense of his security job, and now perceived to be among the deep state in Siaya who decides on who gets tender and of what value.
The officer is among those who were withdrawn during the anti-government protests in July this year.
Apart from the veteran police officers who has served Orengo since 2017 as his official bodyguard , there’s also a list of at least six senior officials in Siaya County government who are on the spot over ‘diversion’ of millions of shillings meant for staff allowances.
The officials under Siaya Governor James Aggrey Bob Orengo’s administration include; County Secretary Joseph Ogutu, Chief of Staff Cyrus Oguna, Chief Officer Finance Jack Odinga and his Governance counterpart Walter Okello, Orengo’s Personal Assistant Fredrick Ojode and the Governor’s brother Apollo Orengo.
Several staff have raised an alarm over “theft” of money meant for their allowances which are reportedly used to fund other governor’s events which have, however been budgeted for.The big question that the staff at the devolved unit are asking is where does the budget allocations for Orengo’s events go if their allowances have to be diverted to fund those functions.
One of the recent events they have laid claim to have been funded by their imprest is a Community Health Promoters (CHPs) function presided over by Governor Orengo.Apollo, despite not being an official county staff, is said to wield immense powers at the devolved unity by virtue of being Orengo’s brother.
“We call him Nicholas Biwott because of the immense powers he wields here. In fact, he is the one who decides how projects are distributed to contractors. He is the super procurement officer in Siaya,” said a junior staff in Siaya.
Whereas County Secretary Joseph Ogutu and chief of staff Cyrus Oguna are said not to be directly involved in the diversion of staff allowances, they have been accused of “abetting the crime.”
“This has been happening with their full knowledge and that’s why they cannot be spared the blame. They must come out strongly and defend us and ensure we get what is rightfully ours,” a female staff told Weekly Citizen.She said that Governor Orengo has been insisting that staff receive their allowances promptly but the “six musketeers of Siaya have colluded to ensure this does not happen.”
“We are asking our beloved Governor to intervene and ensure our accrued allowances are settled so that we can also enjoy the Christmas holiday like our rich seniors,” the officer said.
