In an official communication the youth of Siaya County under the Bunge la Mwananchi umbrella have threatened unspecified mass action against the county government.
if satisfactory answers are not provided for their exclusion from the Africa Youth Summit recently concluded at the Kenyatta International Convention Centre (KICC).
Through the Bunge la Mwananchi Chief Whip Mr. Steven Orindi the youth gave the county government government 21 days to provide reasons for the exclusion failure to which they would take unspecified mass action.
Mr. Orindi further said he had communicated with the Clerk of the County Assembly to convene a Special Committee to look into the matter.
The content of the letter is reproduced below:

Dear sir/ Madam
This is to inform your office to give fine details as to why siaya county Youths were not represented at the just concluded Africa Youth Summit at KICC, Nairobi since all the counties were represented except Siaya!
This letter is to demand that you give a clear explanation as to why this did not happen.
Failure to this after 21 working days, will lead to the application of article 1 of the constitution of Kenya,
“(1) All sovereign power belongs to the people of Kenya and shall be exercised only in accordance with this Constitution.
(2) The people may exercise their sovereign power either directly or through their democratically elected representatives.
(3) Sovereign power under this Constitution is delegated to the following State organs, which shall perform their functions in accordance with this Constitution —
(a) Parliament and the legislative assemblies in the county governments;
(b) the national executive and the executive structures in the county governments; and
(c) the Judiciary and independent tribunals.
(4) The sovereign power of the people is exercised at —
(a) the national level; and
(b) the county level.”
Therefore, I will instruct the county Assembly of siaya through the clerk to converne a special committee to look into the matter.

President Dr William Samoei Ruto (left) and his Deputy Rigathi Gachagua attended the Africa Youth Connekt Summit held at KICC between 17-23 December. The youth got an opportunity to brainstorm with leaders from across economic and political spectrums. Siaya County was not represented.
