Mainstream media outlets confirmed on Wednesday afternoon that the seventeen-year-old daughter of Environment Cabinet Secretary Soipan Tuya had returned home and was out of harm’s way.

This follows conflicting reports that the 17-year-old escaped from their Karen home along Bogani Road by scaling a perimeter wall and disappearing into a waiting automobile, make Volkswagen Vitz.
The mainstream media outlets further quoted the family as saying the girl had disappeared with friends in what could be termed as a delinquent truant.
A careful look at the Cyprian Nyakundi post which first drew the attention of the public to the girls’ disappearance, reveals that nowhere does the blogger use the word kidnapped, rather he states the DCI is investigating and that she was picked by a Vitz.
Such detail is not the fancy of a dreamer but could well point to the fact that there was indeed some investigative element to the disappearance.
Incidentally, on Wednesday afternoon the DCI boldly came out to caption a “Fake News” notice on the Nyakundi post and trash the whole thing by issuing an official statement.
The statement dated the 20th day of December 2023, said: “The Directorate of Criminal Investigations (DCI) has warned Kenyans against taking to heart news of the alleged disappearance of CS Soipan Tuya’s daughter”.
The statement further termed the news fake and devoid of authenticity.
Be that as it may, several Issues from the whole incident beg an answer.
One, Nyakundi through a subsequent post maintains the accuracy of the information and decries the risk of confidentially sharing information with law enforcement agencies in Kenya. The risk is such that the informant is almost always exposed when other considerations come into play.
Two, before he joined politics blogger Robert Onyango Alai (with evidence in his left fingers) vehemently condemned the DCI for ratting out on informants. Three, another blogger Dennis Itumbi (almost lost his life and) was thoroughly beaten up by his police sources when it transpired that he leaked confidential information to rival political interests in the run-up to the 2022 Elections.
Certainly , no one wants to acknowledge the existence of an intricate information-sharing web between law enforcement agencies and respectable bloggers. Both the news and investigative machinery depend on this open secret relationship.
So did Environment CS Soipan Tuya’s 17-year-old (Form Four student) daughter disappear on Monday afternoon? Yes.
Was she kidnapped? Probably No.
Is she back home and safe? Certainly.
A Report commissioned by the CIA (Central Intelligence Agency) in 2011 revealed that 16 agencies in the US shared information with media personalities in order to integrate investigative information faster.
Did Nyakundi betray a trust by revealing sanctified information? We will never know, suffice it to acknowledge that the information shared worldwide between bloggers and the intelligence community could floor the public, at any time, if the lid was open.
