Beatrice Askul Moe has been nominated by president Ruto to the Ministry of East African Community Affairs (EAC) and Regional Development.
The ministry has been the only slot remaining since the President began reconstituting his new cabinet.
“His Excellency the President has transmitted the nomination for appointment to Cabinet to the National Assembly for consideration and approval in fulfilment of the legal requirements set out under our nation’s supreme law,” Head of Public Service Felix Koskei said in a statement.
Moe is a social scientist and a consultant by profession with specialised skills in the development and management of community affairs, towards behavioural and social change in communities.
Until her nomination, she was a member of the ODM party’s National Elections Coordinating Committee, a three-member entity tasked with coordinating the party’s elections to end the culture of selling tickets to the highest bidders.
She sat on the newly created electoral body with Richard Tairo and Emily Awita following the disbandment of the National Elections Board. Moe was also among a select panel charged with nominating a running-mate for Raila when he was a presidential candidate in 2022.
Later Moe was in November of the same year nominated by ODM alongside five others to be members of the East African Legislative Assembly (EALA).
She also previously served as the County Executive Committee Member in charge of Water, Irrigation, Agriculture and Land Reclamation in Turkana County Government.
She also previously worked as a director of the Rift Valley Water Services Board and chairperson of the Technical Committee of the Rift Valley Water Services Board.
Moe also chaired the Audit Committee to the Rift Valley Water Services Board, was a Project Officer, AMREF Kenya Turkana Project and Relief Officer for the Oxfam Turkana Relief Program.
The CS nominee has undertaken various certifications and trainings including County Induction Course at Kenya School of Government while working as CEC in Turkana County Government.
She has also undertaken a Corporate Governance Course (CGC) while serving as member to Rift Valley Water Services Board and undergone training on Audit Committees by KCA University (Institute for Capacity Development); Training of Trainers (TOT) Course for Community-based development by AMREF Kenya.
Moe has also been trained in Methodologies for Conducting Baseline Assessment Survey for Food Security and Nutrition Improvement Project Turkana.
Her appointment is clearly seen as having been influenced by Raila Odinga while at the same time serving to appease the marginalized Turkana Community.
