Terming the promotions long-overdue the Deputy Human Resource Manager, Peres Ogonyo, said documentation for job group upgrade and re-designations are already with the Siaya Public Service Board.
“We are going to promote all staff in the County. We have worked closely with the departments, analyzed staff details and forwarded to the County Human Resource Management Advisory Committee for approval,” said Ogonyo.
He added that documents were approved by the committee and Public Service Board and his team only had to wait for budgetary approval .
Ogonyo regretted that promotion of staff in Siaya had taken so long but was optimistic that now that it has received a clean bill of health, it will be affected.
“Because we have not done promotions regularly for the past financial years, this time round we have covered all cadres of staff. We must understand who we are…what we are doing…and where we are headed as individuals.”
Ogonyo further revealed disturbing statistics in relation to promotions.
“I was appointed in the Public Service of this government as Deputy Human Resources Manager and am still in the same rank. For me to be promoted, the person who is ahead of me has to vacate that position so that I can apply and compete with other Kenyans for the vacant position.”
Ogonyo noted that certain positions exist in the service but do not allow promotions.
“There are some positions in which when you get recruited, you will never get promoted. The only way you stand to benefit is through the review of the salary or the yearly increment, at one point you will reach the bar and that will be it.”
She added that staff in job group Q have Job Group R as the last landing grade.
“We also have skills of scheme that we use and am glad to note that we recently had a revised scheme for the administrators but it has not yet been adopted for implementation.”
Its not in the mandate of HR to implement every other scheme of service which should begin at the departmental level.
“The departments must sit and interrogate carders, those in posts and the vacancies and ensure the staff grow upwards depending on the individual’s current position, what they have and the next vacant post they could occup,” said Ogonyo.
