The Ethics and Anti-Corruption Commission (EACC) has arrested a Garissa Member of County Assembly (MCA) and two former county officials over the suspected fraudulent payment of Ksh 51,495,253 in public funds.
The suspects include Abdi Ibrahim Daar, the MCA for Balambala Ward; Mohamud Dubow Korane, the former Garissa Director of Accounting Services; and Yussuf Bethe Ali, a former Senior Principal Economist for the county.
According to charge sheets dated February 23, 2026, investigators allege that the three conspired to commit corruption between April and June 2022. Prosecutors say they facilitated payments to Qorjarey Enterprise and General Supplies Limited for goods and services that the Garissa County Government neither requested nor received.
Detectives established that the suspects processed the payments through the Integrated Financial Management Information System (IFMIS), transferring more than Ksh 51.4 million to the company.
Investigators allege that Korane authorized payments exceeding Ksh 10.8 million between June 28 and June 30, 2022, for goods that were never ordered or delivered. During the same period, he reportedly approved an additional illegal payment of more than Ksh 12.9 million to the same firm.
Authorities further claim that Yussuf Ali generated a fraudulent invoice for Ksh 14,528,968 on April 6, 2022, followed by another for Ksh 8,300,468 on April 14, 2022. On May 4, 2022, he allegedly issued a third invoice worth Ksh 4,804,568 using a similar scheme.
Daar faces additional forgery charges. Investigators say he falsified tender and award documents to create a paper trail intended to legitimize the payments.
Authorities arrested the three suspects on February 22, 2026, and scheduled their appearance before the Garissa Law Courts to enter a plea.
The EACC described the arrests as part of its intensified crackdown on corruption and its broader effort to protect public funds from misappropriation. The commission continues to pursue accountability in cases involving suspected graft within county governments across Kenya.
