The Directorate of Criminal Investigations( DCI) and the Ethics and Anti-Corruption Commission ( EACC) head offices in Nairobi are secretly investigating their own officers over claims they have been compromised by Kenya Ports Authority Security Principal Officer James Kyalo.

This is after it was established that Kyalo has been bragging of how connected he is and how unbothered he is with those threatening him with information of how the DCI and EACC are tracing his operations.

According to documents in our possession from multi agency operatives aware of his operations, Kyalo has been working closely with other senior officers at KPA to looting public coffers.

The officers are one Mr. Muriuki, Head of Procurement Evelyne Shigholi and KPA MD captain Ruto whom he has previously fallen out with over a suspected fraudulent multi-million tender deal.

Kyalo has told whoever cares to ask him about his dirty dealings that he is ‘Mr untouchable’ and that he has all powers and connections because of his early career as a police officer.

A source who sought anonymity said that Kyalo has been looting millions from unsuspecting potential suppliers in the name of linking them to the MD Captain Ruto and other senior officers.

This comes at the backdrop of separate media reports that KPA Officials are minting millions of money from suppliers and contractors for issuance of contracts despite President William Ruto’s command that no state agency should be involved in corruption.

Some of the suppliers and contractors are believed to be MPs, Governors and senior government officials with coast-based drug barons also in the mix.

To be specific, Kyalo according to evidence at our disposal unlawfully bagged millions of shillings in the Bio-annual contract Electrical tender where he made a minimum of Sh1.5 million from any willing bidder with our sources estimating that he walked home with over KES 50 million in bribes.

Kyalo started making money through dubious means when he was a police officer where he masterminded oil siphoning.

Currently, he is separately at the centre of another KES 5 million scandal where the public funds were paid to a rogue company dealing with cleaning services

Investigative authorities are now after the dealings of the company and operations of the officer.

With the help of Shigoli, Kyalo has managed to maneuver conflicting interests from the board members and those of unknown senior government officials who contributed to their appointment.

The board members are Njoki Maina, Musa Osman, Emmanuel Kibet, Consolata Lusweti and Lucas Maitha.

Last year, irate public members called for resignation of Shigoli over the manner in which the disposal tender was awarded.

“A lot of millions were probably splashed and you can see how people like her and others at KPA are wrecking millions of taxpayers money,” a source said.

Shigoli was under siege early this year when another coast-based lobby group vowed to petition the national assembly to help revoke her appointment as the General Manager in the Supply Chain and Procurement division at the port.

The group cited gross violation of the employment Act and KPA regulations that stipulate requisite procedure for hiring personnel to higher positions at the port.

Shigoli who has served as the Director Support Services at Kenya Coast Guards Service has previously been under probe by various investigative agencies over alleged tender related malpractices.

She has also been accused of working with well-known business tycoons in Mombasa who have held the port at ransom for selfish gains through multimillion tender awards.

Surprisingly, she managed to bribe her way to survival and was spared in the changes that were made by Captain William Ruto with those opposed to her leadership style linking this to outsourced protection from powerful politicians in the country.

The MD made leadership changes and those who were affected included Anderson Mtalaki from General Manager Engineering Services to Principal Officer Dockyard.The changes saw Engineer Julius Tai take over from Mtalaki as the GM Engineering.

The focus for now is on Kyalo and Shigoli as the DCI and EACC head-offices in Nairobi swing into action.
