James Orengo on Wednesday presided over the swearing-in of newly appointed County Executive Committee Members (CECs), Members of the County Public Service Board, and the County Attorney in a ceremony held at the Siaya County Government headquarters, marking a major step in the restructuring of his Nyalore administration.
The ceremony, conducted in accordance with Section 38 of the County Government Act 2012 and Article 179 of the Constitution of Kenya, was officiated by Principal Magistrate Hon. Lily Nafula and assisted by Acting County Attorney Leonard Okanda.
Those sworn into office as County Executive Committee Members included Joseph Rading Otieno for Governance, Administration and ICT; Willis Okoth Ochieng for Agriculture, Irrigation, Food, Livestock and Fisheries; Christine Jenifer Akinyi for Trade, Cooperatives and Industrialization; Ochogo Nicholas Kut for Tourism, Culture, Sports and Arts; Adhola Augustine Neto for Lands, Physical Planning, Housing and Urban Development; and Erick Z. Abungu Odawa.
Also sworn in were members of the Siaya County Public Service Board, among them Amb. Frost Edwin Otieno Josiah, Rose Achieng, Lawrence M. Odero and Oscar Ochieng.
In addition, Emma Velma Maumo officially took oath of office as County Attorney, a move expected to strengthen the legal and administrative framework of the county government as Governor Orengo accelerates implementation of his development agenda.
However, Governor Orengo clarified that the newly appointed Chief Officers were not sworn in during the ceremony and that their oath-taking would be conducted at a later date.
Even so, the governor congratulated the incoming Chief Officers on their appointments, among them Nyagudi Wilfred for Tourism, Culture, Sports and Arts; Okelo Walter Ochieng for Governance and Administration; Onyango Maurine Awuor for ICT and Public Transformation; Mboha Joseph Oloo for Lands, Physical Planning, Housing and Urban Development; and Okelo Jared Abayo for Environment, Climate Change and Natural Resources.
Governor Orengo said the appointments signaled a new chapter for his administration as it seeks to enhance service delivery and fast-track development projects across the county.
“We have achieved a lot for our people, and with impetus and energy from these new teams we shall do more,” said Governor Orengo, expressing confidence in the county’s future amid the prevailing national political discourse.
The governor reiterated his commitment to reforms aimed at transforming Siaya County through constitutional governance, accountability and people-centered development.
George Okode echoed the governor’s sentiments and challenged the newly appointed officers to serve with integrity and dedication.
“Be faithful in your duties, work for the people and your boss because you do not know tomorrow,” Okode told the officials while expressing confidence in their ability to deliver.
The swearing-in ceremony, which followed vetting and approval by the Siaya County Assembly, fulfilled the constitutional requirement for public officers to take an oath or affirmation of office before assuming their duties.
Among those present were Siaya County Public Service Board Chairman Eng. Collins Juma, Members of County Assembly (MCAs), clergy leaders, members of the business community, county executive staff and officials from the County Assembly.
