Félicien Kabuga, the alleged financier of the 1994 Rwanda Genocide against the Tutsi, has died aged 93 while receiving treatment in a Dutch hospital, ending one of the world’s longest-running international war crimes cases without a verdict.

Kabuga was facing charges of genocide, conspiracy to commit genocide, incitement to genocide, and crimes against humanity over his alleged role in funding and arming extremist Hutu militias during the 1994 massacres that killed about 800,000 Tutsis and moderate Hutus in 100 days.

Prosecutors accused the wealthy businessman of financing the Interahamwe militia and supporting the notorious RTLM hate radio station, which broadcast propaganda and encouraged killings during the genocide triggered by the assassination of President Juvénal Habyarimana on April 6, 1994.

After evading arrest for more than two decades, Kabuga was captured near Paris in 2020 and transferred to The Hague for trial before the UN’s international residual tribunal.

However, proceedings were suspended after judges ruled that he was suffering from severe dementia and was mentally unfit to stand trial.

His death now permanently closes the case, leaving one of the darkest chapters in modern African history without a final judicial verdict.
