A Bill by Nairobi Senator Edwin Sifuna seeking to amend the Energy Act has been published.
The bill seeks:-
1. To bar the operator from granting generation licenses to any entity that does not disclose its beneficial owners.
2. To bar KPLC from signing new PPA’s without establishing the need for new capacity.
Adver3. To mandate the system operator aka the dispatcher to prioritize power from cheaper green generators as opposed to thermal sources.
Should the Sifuna Bill receive the requisite support then licencees may not spuriously affect fuel pump increases without recourse to the regulator.
